IMO, alot of bands can be placed in both sub-genres. I don't place only one tag on a band. Some people do. That's fine.

As you are now a Special Collab, you don�t need to suggest artists. Just add them in the sub-genre where you feel they belong ( in this case doom) and report the addition in the doom metal team thread in the Collab Zone. If the doom metal team don�t object to the addition, you�re home safeSmile. If there is an objection you can discuss with the team if the artists is to be moved to another sub.

Yep, although if you aren't sure where to put a band generally you ask in the genre team's thread if they think it's the best fit.
