For me, it is probably UK, US, Germany. Probably a sprinkling of bands from other countries but not liking black metal or death metal mostly eliminates countries like Brazil, Sweden and Norway for me, though each have some bands not in these categories that I like.

Ukraine is a country with some of the greatest Black Metal ever, second only to Norway in my opinion. But since most of those bands aren't that popular, they're not really that "important" to the overall development of Metal.

I can't really disagree with this, but Japan is extremely significant in terms of audiences appreciating and creating a HUGE demand for live performances of metal (and a lot of guitar music in general). |

Brazil has one of the world's biggest metal scenes (in the number of bands), having only the USA and Germany ahead of us. The country also had a pivotal importance in the birth and development of extreme metal genres, such as thrash metal (and crossover thrash), death metal and black metal. The reaches of the scene and its profitability, however, are usually limited to only one country, contrary to what happens to other metal scenes, were money and opportunities flow so easily that even terrible bands can afford to make world-wide tours.

Actually, if you're talking importance to metal, Morbid Visions is probably Sepultura's biggest contribution. It hasn't aged well, but it was a key contributor to early death metal.
