Why do SOME radio, speakers and hifi with manual dials do a crackling sound when changing the volume.

another example is it is so bad it crackles throughout even distorting one speaker for a while and  a loud buzzing sound.

Is there a way to fix them or is it  screwed up?

Dirty rheostat. If the knob comes off the stem, you could try one of those air spray cleaners they use on keyboards, but it may just be shot.

Is either dust & dirt or the metal-film (or less likely carbon) track is scratched, pitted or flaking off. Best solution is to replace the potentiometer.
 
 
You can do a short term fix by twisting the control back and forth a few times to sweep the dust away.
 
It's unlikely that switch cleaner will get onto the metal-film track through the front, you'll need to open the case as squirt the stuff into the innards of the control.
