As a Prog Metal lover, it's hard to decide because my two favorite bands (Dream Theater and Symphony X) come from America, but almost every other favorite of mine in the genre comes from Europe.  So that makes it tough to pick one side or the other....

Mostly for Cryptopsy, Gorguts, Deathspell Omega.  The fast technical dudes.

Europe, no question. It's where the genre grew up, isn't it? I mean... Black Sabbath, Led Zeppelin, Deep Purple?

where the bands are from is irrelevant

statistically, I think I know more bands from Europe. Not that I prefer them though.
